When do I need to complete Straight Bill of Lading?
During your journey through the process, you'll work together with your cargo shipper, the port, the customs' office, and the government to ensure the documentation is complete, correct, and accurate, as well as on-time and in the case of cargo, on time. How does that work? The process usually works as follows: You and your shipper register a document as a cargo shipment through the U.S. government, in accordance with the International Traffic in Arms Regulations (STAR), Part 730. You send your completed document to the shipper. The shipper signs the documents, certifies that they have been processed in accordance with the STAR, and sends them to customs. Your country's customs office records and processes all shipments, including cargo, which are destined to your country. The documents, as well as the shipper and the shipper's customs agent, are then reviewed by local officials at the border. If the shipper and/or shipper's agent certifies that the paperwork in your passport documentation is accurate and reflects what is actually on the cargo, and customs is satisfied that your shipment should be allowed into your country, you'll be issued a customs document — a 'Stupid Paper'. Your Stupid Paper will contain your original stamp, date stamp, document number, and a unique identification number. You can see these numbers at any U.S. government airport. You can also call U.S. Customs to request a copy, but note that there is a charge to do so. Your Stupid Paper will only contain your original identification number, not a picture. You will need to fill out a Form I-94 (Notice of Expiration) in order to re-fill your form (if needed). The Form I-94 is a re-entry permit issued to a nonresident alien, which is then used to re-enter the United States when the permit expires. You can read about what a I-94 form looks like here. The Form I-94 is sent to the U.S. Customs and Border Enforcement office(s) where you will receive your new form (or if additional offices were necessary, a Form I-94A). How much will it cost? Depends on the size of your container and the amount of cargo. A good rule of thumb is 3-5 — 10% of the price of a container. How do I load/unload my container? Can I do it at the dock/parking area? You can load and unload your container anytime, and anywhere you are allowed. However, you are required to have signs in your container reading: “NO DRESSES, NO SHOES, NO PETS.” So it would be best to avoid going to malls, shopping areas. What can I do with my container? The container has space for 4-8 adults and a small lounge area is available, so you can relax or watch movies. So you can use the container either for storing or moving personal belongings, for moving trucks, boats, etc... A great idea, for example on a boat if you would normally only be able to store a few small things, but you need to bring it to a new area where it can be easily transported. Are there any restrictions in the U.S. on the shipment of cargo to or through the U.K. under international cargo laws? Yes, a person from the U.S. cannot ship cargo to the U.K. to avoid paying duties and/or taxes due or levied on the shipment. While some governments have special agreements with other governments to lower import duty and other taxes on shipments that cross the boundaries of one country to another, the United States doesn't have these agreements. Therefore, no import duties or taxes may be paid to the United Kingdom. Similarly, while the U.K. may reduce or waive import duties and/or taxes on any shipment crossing its borders for certain reasons such as economic hardship or humanitarian assistance, it may not waive duties or taxes on any shipment under any circumstances. For example, if a shipment to the U.S. has to sail across the English Channel, U.K. customs can still charge duties and taxes on that shipment, just as they would have if the shipment had been to another country. How do I obtain a Customs Declaration Form? Depending on the country of origin you are shipping your cargo to, you will likely need to visit the customs office at the port of entry to obtain a Customs Declaration Form.

Straight Bill of Lading consists of a document signed by the recipient of the goods or service. What is a Straight Bill of Lading As stated in 5 CFR § 705.906, a Straight Bill of Lading is a document authorizing payment or delivery of the goods or services at such place as designated. A Straight Bill of Lading may be made by a merchant or by a third party when the carrier has received a valid invoice or order from the recipient of the goods or the third party, has identified the place at which the goods to be shipped are to be delivered, and has authorized the carrier to pay or deliver the goods when the carrier has accepted payment or delivery at that place. A Straight Bill of Lading does not authorize a merchant or non-marital business or any person acting or purporting to act for or on behalf of a merchant to make or have made a claim under 5 U.S.C. § 555 of the federal Unfair Foreign Trade Practices Act (FTP). The terms and conditions of the Straight Bill of Lading shall indicate in plain, English language the place of acceptance and, where applicable, the address and business telephone number of a merchant or non-marital business that has authorized payment or delivery of the goods.
