A copy of the written or signed bill of lading must be returned to the Federal Land Area within seven days of the date of the entry of the bill of lading order and then delivered to the Federal Government within 15 days for return of the Federal Government. A copy of the bill of lading must be produced or recorded in accordance with Federal procedures if the federal land area is Federal property or the signed bill of lading shall be delivered directly to the Federal Land Area. 3.
